The QXP document format is not a publicly documented format so in order to do this Serif would need to reverse-engineer the file format, which is not likely to be a trivial task, or they would need to somehow convince Quark to send them documentation on the format or an SDK of some kind to do this, which seems unlikely. My guess would be that this won't happen anytime soon for the same reasons that INDD files can't be opened.
